All building permits are obtained through The Centre Region Council of Governments, which is a voluntary association of State College Borough and the townships of College, Ferguson, Harris and Patton. It was established in 1969 to provide cost effective and high quality public services. The COG’s service area is about 150 square miles with a population of 93,000 residents.
